Advice sought on writing Request For Bid

If all goes well with negotiations, I will have a poker site as a backer for a weekly poker show that will be distributed over peer-to-peer networks. Due to aspects of the show, I will very likely not be able to produce it locally (La Crosse, Wisconsin, USA) or even anywhere in the States. In talking to national film commissions, currently the list of possible countries where I can produce it is France, Netherlands and Peru. Due to this, I will need to hire a production company in these countries. I have been working on a Request For Bid (RFB) for such production companies. However, I've never done RFBs before. I have had a couple film commissions look over my current version of the RFB and they think it is good. That was great to hear but I would like to hear what people here thinks makes a good RFB. Anyone know of a good web article that discusses them? Anyone here recommend a regular here that would be a good one to ask to look over the RFB for their thoughts?

Care to elaborate? I thought strip poker was legal in the states.

It is.

What is of concern is the implication of the recent passage of the Unlawful Internet Gambling Enforcement Act and what it means for poker shows that allow online poker sites to send their players to be part of the show. I am waiting to hear back from the Nevada film commission on that point, but a lawyer I've already consulted doesn't think I should risk producing the show in the US due to the UIGEA.
