Defining "judder"?

Some folk in the Industry News thread about the new Sony NEX-VG10, which shoot 30P in a 60i stream, have commented that 30P tends to "judder".

But my understanding has been that judder refers to the effects of viewing pans etc when there is 3:2 pulldown (i.e. not relevant to the VG10).

I do agree there is a not-so-pleasant visual effect if a too-high shutter speed is used with a slow frame rate - is there a proper term for that (other than the "Saving Private Ryan" effect) or is that also considered "judder"?
