I'll post details of the project after I list what I'm looking for advice on, thanks:

Any tips on how to film greenscreen footage that can be composited against a 2-D background? (Sin City Style)

Any ways to make video footage look animated? (Waking Life Style- the scenes with Ethan Hawke) I've tried to add a cutout effect to each frame (premiere/photoshop) of a filmstrip file, and each frame looks good, but the movement is jumpy, and loks poor in the end. Can after effects achieve a more fluid version of this?

I also want to animate a couple of animals, they need to look animated but not cartoon-like, if you know what I mean. (a newt/salamander, a parrot and a tortoise) - I'm not talking roger rabit, or looney tunes with Michael johnson, i want the animals to more realistic than cartoons, and the live action to be more animated than normal. (but not a basic rotoscope like Ralph Bakshi's work)

In february I'm shooting the short (18 mins approx) that is essentially a children's story. We want a sort of semi animated tone (almost like a pop-up book feeling).

We will be filming in digital of course, and editing on Avid with availabilty to Adobe software and Combustion for compositing.

We'd like to animate a lot of the film, but from the digital footage. (perhaps like Waking Life/ Sin City)

2-D backgrounds that are compisited in layers. eg. sky/hills/car/tree branches all in different layers, that then move slghtly to give an effect of 2-D layers creating a depth of image. (There are music videos that do this kind of thing too, Modest Mouse- Float On, and a coldplay one too I think) But we don't want the film to seem like an 18 minute music video.

There are no action scenes, so it should be within reason to do this for all our scenes which will give the consistency of image that will help.

You could try BauHaus Softwares' Mirage. A animation and compositing tool for video. I think it has a lot of what you are looking for, including the ability to paint an animatied look to your footage, plus extensive drawing tools and unlimited layers (lots of examples at the site once you register).

Way better than photoshop for that type of work.
