Bogen Manfrotto 351MVB2 tripod

I've got a canon xha1 and have budget for about $500 for a tripod system.
Considering this one -

351MVB2 Aluminum Video Tripod Kit with 75mm Half Bowl and 3460 (503) Pro Head, Mid-Level Spreader, Rubber Shoes & Padded case - Supports 13.5 lb (6.1 kg). From B&H about $500
I definitely want the half bowl leveling. I'm concerned about the legs. Can't tell if they are 2 stage 3 stage or what.
Any suggestions greatly appreciated.
