Legal video question: How to Export mpeg1 on a Mac?

Making a mpeg1 isn't the issue. Making one that will be placed on a CD-ROM and be read by any computer is the issue. Wondering why the legal industry hasn't gone to mpeg2 is another issue. I've tried MPEGStreamclip as well as MPEG2works. Both are excellent apps, but I end up with a vieo file and an audio file that are not linked.
Changing the a QT movie extension to .mpg (as one person advised) doesn't seem to work (at least it didn't on my PC)
Any opinions on an efficient workflow process? By the way, I posted this same question on the Mac editing forum and got no bites.

Mpeg 1

Compressor will do it. On my version it is under the "New Default Settings." This will mux the audio and video together. You didn't mention what you were using but that is definitely one way to do it. Visual Hub will also do it and it's free.
