Luminance or Composite In Vegas

Luminance or Composite In Vegas.
Which one should i be watching to ensure that i dont go over broadcast legal.
Previous i have been using Luminance as my level but today i have been looking at Composite levels and am wondering which is the best/better one to look at in regards to not exceding levels.

Any thoughts on this one?

0-100% for luma only. 0-110% for luma+chroma
