Why 19.181 fps ?
 
Do you have any idea why Vegas8 shows my captured footage at 19.181 fps although I shot it at 24f at a shutter speed of 48 on an XH-A1?

It was captured using Neo HDV.

Are you referring to your preview window
 
where it shows you the frame rate at which you are previewing, it just means your system can't play at full frame rate, this can be improved by reducing your preview quality with the dropdown box above the small preview window.
I presume this the what you are referreing to?

Adam,

The 19.181 fps shows up in the properties list in the media window when I click on the individual clips.

Could it have anything to do with preview even if my editing hardware is pretty powerful?

I have Intel 2.66 dual core with 4 gigs of ram, 2 X 500 gb drives in RAID 0 configuration plus another couple of 500 gb drives as well as a quadro video card.
