MPEG Files Flicker on PC is it my Video Card?

This problem is driving me crazy... Any MPEG i play on my PC Flickers. If i try the MPEG on a DVD player NO PROBLEM! Sometimes there is a Green Screen that covers up the whole computer screen when trying to view the file as well. I have gone as far as reformatting the Hard Drive and reinstalling all software. No change!! This only happens with MPEG files. It doesnt matter if it was rendered in Vegas or not.

As i indicated if i try the file on a different PC or DVD stand alone player there is no problem.

Help!

One of the less painless ways to check it out would be to reboot into safe mode. This should use a generic video driver to play videos, try then. If it plays fine the is a driver / card problem. I have similar issue with QT ;-(

Okay i booted into safe mode, Played and the video plays fine, no audio, but no flicker or green cover up screen. So your saying at this point it could be a card issue? I have the most current Video card drivers installed
