I create frames in Photoshop for some of my images and use textures for that purpose.
You can use them in titles (instead of a plain or gradient colour).
As Jon said, they're great for backgrounds in Vegas.

Does anyone have sample videos using these textures ? For some reason I'm having a difficult time picturing a textured background or titles.

Ron, here's a quick and dirty idea. With a bit of effort this could look quite cool!

I used a 'dirty concrete' texture to composite the text. To give it some more interest I used pan/crop to move the window on the texture image a little. The landscape background is also from CG Textures. Obviously I added the lens flare, red tint, glow, light rays etc in Vegas. If I was doing this for real I would do some prep in Photoshop but these were just straight from the website and into Vegas to give you a rough example.

OK, I'm gonna have to come back to you - the forum is telling me that my 1.25Mb wmv is too large!! I'll post a link somewhere and let you know.

Hell, Vimeo fell over about six times, my own website didn't want to play, so I'm left with YouTube! And now I discover it doesn't like my widescreen video much. Sigh . . .
