Going from 720x480 to 1440x1080
 
I started a new project and right before rendering i saw on the preview that my preview properties were set at 720x480. I need to do this project in 1440 x 1080

So now that everything is all laid out in the 720x480 is there a magic button to push to simply bring it into a 1440x1080 project. This was shot with my HV30

File > Properties Pull HDV down from the template choices. Done.

But what about rendering
 
Okay..."THAT WAS EASY" but how about rendering for high def. I click Render as 1080i-60i as MPEG2 but get a rendered file with a M2t extension, I must be missing a step here as the m2t file is not viewable by DVD player.

Choose Mainconcept Mpeg2. In template, choose DVD Architect NTSC Widescreen Video Stream. That will create a DVD ready mpeg2 file.

Correct. DVD's don't do HD. For that you need a blu-ray.
