ProRes422 HQ to mpeg2 problems

I'm rendering a prores422 HQ file using the DVDA (mpeg2) 24p NTSC Widescreen video stream preset (for standard DVD).

The Prores file has titles on the beginning. When in viewing in the timeline, (project setting HD 1080-24p 1920x1080 23.976) -- the titles looks great.

However, when rendered, the mpeg2 file (titles) looks awful -- very jaggy, stairsteped, etc.

Any clue what's going on here? I've tried all different configurations and the results are the same. Is there an issue with going from ProRes422 HQ to mpeg2 that would cause this? I know it's never going to look the same as viewing in full res HD, but the titles really fall apart. Am I hoping for too much here?
