Blurring/Masking small portion of screen

I have project in Vegas 8.0c where I filmed an office scene. But there is a small sign in the background that I need blur or mask out. What is the best way to do this? I'm drawing a blank (so to speak). I tried adding another video track with a solid background, but for the life of me, couldn't pan/crop it to the right size and location.

Same video on track 1 & 2.
Add blur to track 2.
Use cookie cutter (or a mask) on track 1 around the sign. Perhaps smooth the edges.

I'm trying to do this too. But the region I want blurred stays sharp and the region I want to stay sharp blurs. I reverse the two clips and that just caused everything to blur. Is there another method? Vegas 9c.

Theres a drop down box in the cookie cutter window which allows you to select the region inside or outside the cookie cutter effect.
