Blue Light Effect in Music Videos How Do I Do it with Vegas?

I recently noticed that on alot of broadcast quality music videos for TV they have a blue light which appears across the screen. (an example of this is in flo rida ft david guetta-club can't handle me) music video which you can youtube. At 0:24 and throughout the video you see a blue light effect which comes across the screen. This is also very popular and ive noticed appears on alot of other music videos.

I wanted to know, that I read this is done using a 4star and 8 star filter that you put on the camera, but I own a Panasonic SDHD700, which has a 14.2Megapixel resolution and 3MOS Sensor. It's a pretty amazing camera.

My questions are however:

(1) How do you do this effect to make the blue light appear such as in the video I mentioned, I do own a lighting kit but need instructions? Also is it possible to do in Sony Vegas Pro 10, which I own?
(2) I am not 100% but pretty sure i saw a effect you can buy which does this blue light effect, what is it and how do you do it in Sony Vegas
(3) For my camera- I have seen the following filters 4 star and 8, would this be useful and successful in accomplishing this effect? Also price wise, do you think these are reasonable for the filters?

4 AND 8 POINT STAR FILTER for Panasonic HDC-SD700 (link for filters im thinking to get both)

In filmmaking that's known as an anamorphic flare. On the cheap(er) you could achieve a similar look by using a 2 point filter or using something like Magic Bullet Looks. A 4 or 8 point filter won't achieve the same look, because you only want horizontal flares.

I once used a cheap 2 point filter off ebay and got good results, though because it was so cheap I lost half my resolution. I've never been happy with the flares on Magic Bullet.

With bright light in the frame the flares will appear.

Apparently you can also put fishing wire behind the lens for a similar effect...

Hi Robin this is exactly the look I'm looking for, But I'm attempting to do it on a CMOS Sensor 14.2 MP HD1080P Panasonic HDC-SD700. Do I requite a 2 star or 6 star filter to do this, and please a detailed instruction would be great thanks

I just did that with Sony Vegas Pro 10 using the "Glint" effect, choosing two points, reducing vertical radius and cycling through the Hue slider to get to blue.

Easy!!!

Go to Video Event FX
and look for Sony Glint.
You'll see rows of various "sliders"
Find the one called "Streaks" and drag it to ONE
Move the Orientation slider to get the streak horizontal.
Drag the Vertical Radius all the way to the right
Drag the Hue slider to choose colour
Play arouind with the Boost and Saturation (and others if you like) to get the best effect for you.

Aah right. I just tried it and THANK YOU so much..youve saved me hours of internet searching and money. I was going to buy a £1000 software to get this so thank you so so so much.

Ive just tried it and it looks fantastic, so in question do you just need to have a light in the background for it to work? As im doing a club shoot soon and the club needs lighting anyway as its a bit too darkj. But If I have additional lights in the back of this shot or somewhere and then add glint on vegas will it do the anamorphic flare then? How do I set this up lighting wise is what I mean..and also on Vegas theres two glint presets sparkle and another which did u use?

Hi I cant find the preset 'streaks' on mine? am i doing it right it only comes up with sparkle/centre mask glint?? Please help thanks
