DVD Architect

Can DVD Architect be used to create dvd's for files (video TS) that were not ctreated in vegas?

I think the answer is Yes. You would go to the burn dialog, and select "burn a previously prepared folder to DVD" or some such. Not sure how much validation DVDA goes through with that.

imgburn is a freeware application that is very handy for this sort of work, too.

Don't think either of them will do much with copy-protected content, though.
