Text flare effects?

Firstly; hi to all the folks here at DVi.

I'm fairly new to the editing scene and all my work so far has been self tought through trial and error; however; I have found myself dumb founded as to how to achieve this particular effect; which I can only describe as a "Text Flare" of sorts.

Any assistance or advice on creating this effect would be greatly appreciated. If it makes all that much difference between the versions; I'm currently using Sony Vegas 6.0b
