There used to be a tutorial for "Bullet Time" written by Satish Kumar. You may be able to find it somewhere still floating around the net.

It was written for Vegas 3 but it's still around.

i am quite sure that has nothing to do with vegas but is an in camera effect. no way is that bullet time! anyway bullet time requires multiple cameras on a special rig.

or it requires a carefully staged event where the performer can freeze his / her movement and provide time for the camera to travel around them simulating that effect to some degree. you obviously can't have the talent jumping in the air.

The first few lines of the article I linked to says:

In this tutorial, Satish Kumar demonstrates the famous Matrix style Bullet-time effect in Vegas Video: A man leaps in the air with a gun, fires a shot, and then hovers in the air while the camera moves around him 180 degrees. To create this effect, we have the shot of the man leaping in the air as a video and 6 still shots of him in the air at different angles. We will morph between the still shots using the WinMorph plug-in for Vegas. This morphed video is composited with a moving background giving the 180 degree camera rotation effect.

As I recall, the original sequence had close to 50 cameras shooting in a full circle. This tutorial only used 6 but it shows you that it can be done in Vegas.
