Surround on tape?
 
Is there a way to export or print to tape and retain surround sound audio? If yes, how would this work?

No. Surround sound can be exported as AC-3 only. Exporting to tape is only stereo.

D-VHS was a tape format which allowed for Dolby Digital 5.1, but there's no way to export to it from Vegas. Not much point in it, anyway; it's pretty much a dead format.

You can, however, mix your sound so as to make it more optimal for Dolby Pro-Logic receivers to make it a better surround experience, but that's more art than science.

So how do broadcasters offer programs in dolby 5.1 or any other surround format?

They start with an AC3, HDCAM, or other multi-channel format.
