Apply an EQ filter to the audio. Turn off all the low frequencies, leaving a few mids and all the highs. Play around with it, but that should be a good start.

200-3000 Hz

Cut below 200 Hz and above 3 KHz. All telephone circuits operate with AF signals in a restricted range of approximately 200 Hz to 3000 Hz.

That's a good part of the effect. Also, in the old days, telephone handsets had a carbon button mic and it wasn't the best in terms of audio fidelity. Years ago, when I was in radio, we would couple our Shure mic mixer to a standard phone line after calling the station and patching into the board. That alone raised the audio fidelity somewhat. But for serious remote broadcasts back then, you would have the telco run a dedicated, balanced, equalized line which supported much better bandwidth.

Ahhh, the good old days!
