Audio for PAL TV transmission

Working on a TV show to be shot up to sattelite from Europe; one sattelite covers Europe, but another one covers Northern America (targeting the ethnic community) so they require the material to be handed over in PAL MPEG2 over the internet. We will be working in NTSC although the cameras could do PAL (Sony Z1s) but the rest of the equipment is NTSC (video switcher, monitors) and local DVD distribution is also a consideration; Procoder will do the honor of transcoding.

My question to our fellow European audio specialists: what are the standard levels for PAL as far as stereo sound goes (no Dobly Digital at the moment)? Are they the same -12/-10dB full scale for max and -20dB for reference as in NTSC or are they different? Any other considerations we need to be aware of beyond mono compatibility (phasing)?

Thanks,

Not in Europe but non-the-less, EBU reference calls for 0VU to be -18dBFS
