I had some 60i stuff I converted to 60p and it looks great at 60p, and I want to keep the "master" file at 60p... but I only need 30p for web based stuff... when I simply dropped the 60p file on a 30p timeline it rendered what looked like 3 fields per frame... because I saw 2 ghosts or "fields" for what should have been 1 frame...

Any thoughts?

I do not know how to do it corrctly in Vegas. For operations like this I use Virtual Dub (Freeware). Just load the finished clip, go to Video/Framerate, set 30pfs und most important "Drop every second frame" (or something like this, I don't recall it exactly and cannot check it at the moment). Then render (save as). Dont forget to choose a codec first.
