I am working on a project where I am shooting on a green screen (PAL 720 * 576 in 16:9)

I have a perfect green screen, so the screen is not the problem

I tried to use Adobe Ultra CS 3, but the program poorly supports output in 720*576 16:9.

Adobe Premiere Pro CS 3 is very poor to key in and I am not happy with the results I get in Adobe After Effects.

What is the best program that you can recommend to key in on a PC?

Try FX Home's composite Lab Pro software.
They have a good Chroma keyer I do believe you can get a trial of it at their home page.
Give it a try and see if it works.

SD DV is not the best for keying, but I doubt you'll do better than After Effects. Make sure you have the Keylight plug in.. it is free to download. It is way better than the AE or PPro key tools.

I found I get better results in HDV and then downresing in After Effects to SD (Don't know what camera you use.) Even with the HDV compression you can tweak it better in Keylight to get a nice clean key. I get no halo at all...
