I am trying to draw over some video to paint out some detail in FCP but it isn't possible, is it possible to do this in Adobe Premier?

I know that it is possible in Shake. But as a general rule I stay away from this piece of software.

I don't think so but you can do this in Photoshop or After Effects. Photoshop CS4 has extensive video paint support.
