So in FCP when multiclipping, by default (i think) the video is just cut to another angle. Is there a way to change this to cut with effects? or any other the other ways of cutting a multiclip?

If you use keyboard shortcuts as opposed to clicking in the Viewer, you can make it so that when you pressed the assigned keys, it will switch with effects. Check out the button list.
