I shot some video in Ghana, West Africa on a MiniDV Panasonic DVX100 bought in the US. I want to transfer the data to VHS that can be viewed in Ghana where the VCRs can only use Pal format. Is it possible to make a Pal format tape from MiniDV without a PAL format VCR?

There is some software you can get to convert it, but you would still need a PAL deck to make a PAL tape. Most dub houses can do a PAL vhs these days.

NO you will always need a PAL vhs deck of some form. The easiest way is to record to a multi standards deck like the Samsung 5000. This will make a PAL VHS with an NTSC analogue input. IF you are going to do this a lot this Samsung deck is a very good economical choice and will let you watch PAL tapes you might get sent too.
