so, as ive seen, it can be used to phantom power a Oktava mic. that is right?

No that unit is an active direct box that *requires* phantom power to operate. It does not provide phantom power to anything else

The cheapest battery operated phantom supply (other than ART)is the Rolls PB224 at $85. (http://www.rolls.com/new/frame2.html) There are several around the 50 -$60 mark but they use a wall wart ac power supply.
