What program I can use to design a cover for a DVD case? Would Photoshop be adequate?

I designed a cover in Paintshop Pro once. I took a screenshot of
the Nero coverdesigner program to work within the lines and know
where what goes, loaded the resulting file in coverdesigner and
stretched the picture to fit. Had the program print it on a color
laser printer, looks beautiful (mainly due to the printer). Looks like
a professional cover!

Any good paint program and your skills will suffice.
