In movies like My blueberry night and 2046 there is used some kind of slow motion style in some frames that look very snatchy or abrupt. Just like slow shutter effect. How is this done?

You mean the stroby effect? Thats simply taking normal 24P/25P footage and slowing it down 50%.. Nothing else... you hold each frame twice as long by slowing it down, making the image look staccato like
