How do I do it for editing purposes?

CS3 does not do mpeg-4, only on export.
You will have to convert to a format Premiere does import or upgrade to CS5.

I will be upgrading to CS5 soon but since my post I read about changing the extension from .mp4 to .m4v. Imports easily. The other suggestion was to change the extension to .mpg which I haven't tried yet.
