I'm not sure what this effect is called, but looks like a pencil sketch. The effect was used to produce the music video "Take On Me" by Aha. That was about thirty years ago. You'd think something like this is now available for the average video producer.

Who makes this software/plugin?

I'm old enough that I remember that video very well. I've thought about using that effect or something similar for an upcoming project. Could you not do this with posterization instead of a plug in?

It's actually called rotoscoping and in those days it was done by hand, frame by frame.

I too remember the video and consider it a classic.

I don't think the posterization effect will quite do that, but I'm not an expert at it.
