I've looked around and I'm not quite sure what to call it, 0:12 but can anyone explain to me how to get this effect, not exactly the same but in the near ballpark so I can tweak it.

The sideways shake for a few frames? I hated it, thought it looked like a mistake - Isn't it just a sideways - and + move over a few frames?

Its kind of a mix of static, and a shake yeah. With wakeboarding a lot of the shots are the same and you kind of need to add variety in post to add a somewhat personal touch to the shots.

i dont think you can do that natively in after effects.
as anne said its videocopilots twitch.
in my opinion, videocopilot.com has the best set of tools out there for ae at a reasonable price. awesome, awesome tutorials and free project files too.

Wouldn't simple wave deform with very quick wiggler added to it create the same effect? I haven't tried, but it was the first thing that came to my mind.

I used, wiggler, and added noise to to get some of the static look then some waveform variations to get it. Its not exact but similar enough and I got the look I was going for.
