I had a tripod set up on a second cam for a stage shoot that was slightly askew. Is there a way to straighten the footage in Premier. I know Photoshop has something but can't find anything in Premier.

Absolutely; I'm sorry to say that I've had to do the same many times myself.

Every clip in PPro has fixed effects inherently applied to it; they are Motion (which has settings for position, scale; and rotation), Opacity, Time Remappng, and audio volume.

The effects panel will allow you adjust the fixed effects. Just go to the Effects Control Panel, which in the default editing workspace is tabbed with the Source Panel (otherwise checkmark it in the Window menu to open it), and tweak your rotation and scale to suit, including keyframing if necessary. If you have a Mercury-compatible GPU, the Fixed video effects are accelerated.
