I am editing my first project with footage shot in 60i that uses upper field rather than lower field. Should I expect it to play back fine on a DVD if it's rendered with same setting?

If you are having issues with the blu-ray, I would expect the same issues with the DVD. What's wrong with the blu-ray?

This is a serious issue, as I have found DVDA needs to recompress the footage after I rendered it to progressive, which I should have known. So as things are it will be recompressed twice, this really sucks since my customer is coming by in 5 hours to pick up blurays.

The DVD version of the footage when left interlaced sucks, it has interlacing crap and looks terrible, whereas with the Bluray it looks fine except for the bad clips, for which there is no rhyme or reason why they "jump".

I will never shoot interlaced again, I guarantee you that. My next wedding was shot this way and I dread working with it at this point.
