My question is video clips in your project media library. Is there a way that once you put the clip on you timeline, can you have it delete from your project media library? When I use the clip in the timeline it also stays in my PM Library and there are times I am not sure if I used the clip or not. Once I put it on my timeline, I would like it to delete from my PM Library

If by "PM Library", you mean the Project Media tab, the answer is no as that's what your project uses as a reference.
If you delete it from there, it's gone from your project as well.
Besides, if you tried to delete it, you always get a warning that the event is on the timeline and that if you delete it, it will be gone from your project too.

In the Project Media tab look at the Use Count column. It will tell you how many times you've used a particular clip.
