On Premiere Pro, the scopes would be in motion as the video clip played. On Vegas Pro15, they freeze. Is there a switch somewhere to activate the scopes?

In the Video Scopes window there is an option drop down which list 'All', 'Vectorscope', 'Waveform', etc. To the right of that is the settings symbol cog. To the right of that is an icon with the option 'Update Scopes while Playing'. Click on that and the scopes should follow the preview.
