Have shot projects in 720 24p HDV and want to know the most efficent digital process to get this footage converted into 720 30p HDV for editing in FCP.
Any suggestions?

There is no clean conversion to 30p from 24p.

You can do it, but it's going to introduce either weird motion blur from interpolation or strobing from irregular motion cadence. How bad each problem is is a function of the quality of the math/image processing in the program you use.

You CAN get a clean conversion to 720p60 DVCPRO HD though.

The smoothest approach is just to edit in 24P. We've discussed it at length in our FCP for HDV forum. Do a search on HDVxDV. We also have a Lumiere HD sub-forum over there if that is your 720P24 software of choice.
