I have some mpeg files that are 358x288 that I need to add a widescreen mask over. I created a 352x288 project in premiere pro and imported the files in, put the mask over and all seemed fine. Once I had rendered and watched the quality back the picture breaks up and goes blocky throughout. I also exported the file to see if it was just premiere but the exported file is the same. Does anyone have any ideas why this might happen?

Are you perhaps rendering out with the output bitrate set lower than you realize?

Perhaps compressing something that has already been compressed is causing severe quality loss?

yeah i thought that but im sure it shouldnt effect it this much... plus i don't have the original avi files on my pc! hmmm

Graham, how do I manually edit the bit rate? This is something I dont really get with premiere pro. it seems very difficult to use custom settings when exporting... I can select file type, (animated gif, quicktime, windows waveform, microsoft avi, etc) but not the bit rate.

Are you on Premiere Pro 1.5 or 2.0?

On 2.0, it goes like this:

Select File/Export/Adobe Media Encoder
Under Export settings/Format specify MPEG1 (or whatever)

Then halfway down the screen, on the right side you'll see a series of tabs: Filter, Video, Audio, etc

Select Video

You will see a panel called "Basic Video settings"

Drag the scroll bar down until below that you see the panel that says "Bitrate settings" The slider under that heading is the one you may want to try adjusting....

that is just what I was looking for.. I didnt know this existed which is why I thought the export settings were very basic! thanks so much for this.
