Ok im shooting 1 minute shorts that are sort of a mini series. To make it more interesting Id like to give the film more of a cartoon look. Im thinking like how cut out does it to real pictures in photoshop. However if I try just applying a filter nothing seems to happen. Im using pro 2.0

Any help would be great!

Try exporting your clips to .Flm, which is filmstrip format. Then you can import it in sequence to Photoshop. Obviously, this is best used on short clips. Very short clips. The easiest way to do the cut out thing, would be to shoot them against a bluescreen from the beginning.

Use MSU Cartoonizer (http://www.compression.ru/video/cartoonizer/index_en.html) with Virtualdub.

I used to play around with this a few years ago. There's a mix of Photoshop filters that work well in trying to get the look, like "Cutout" and "Find Edges." I did a few very short clips using this, but the only one I could find on my computer at this very moment is this one: http://www.karatemedia.com/video/nowandthen.rm -- sorry, it's a Real Media file, it's the only one I could find.

Anyway, Keith is correct that it can be pretty darn time-consuming to do this (although the computer I was using a few years ago was less than half as fast as my current editing machine). And since it was so time-consuming, there was less incentive to play around with it and get better at improving my style. But if all you have is Premiere and Photoshop, then it's certainly an option. And it's still faster than rotoscoping each individual frame in Photoshop...
