In Massachusetts, there is an Artist Grant program which has included film\video as a category to apply for $7,500 grants:

I know not everyone on the board is in Massachusetts, but I suppose it shows not to leave any stone unturned. At least for this program, this is the first year film and video has been funded, which is a nice trend.
