What is the best/most efficient way to take a bunch of pics

2000-4000 pics

and add them to a time line with cross fades or effects and add music

and then render that out to mpeg2 for DVD or just a raw DV file?

avisynth (http://www.fauskes.net/nb/avisynth/#imagesequences) is what you want. Once you have an uncompressed AVI, you can render it to DV or DVD using your editing application.
