I know it's the first sign of madness to answer yourself but here goes. I imported the avchd files into Elements 8 and then exported to an MPEG file, reversing the field order. Premiere Pro 2 accepted the resultant m2t file which was oversize on the timeline. It had to be scalled down to 55% to fit. This is great because I can scale up and move around without compromising the 720x576 resolution. On top of that, everything is so, so much faster in PPro2 and I get all the important functions like nesting and turning off timeline tracks.
The reason it worked might be down to having the full K-Lite codecs installed.
