Buy the legs and the head separately.

ive heard good things about the velbon videomate 607. I don't personally own one but I plan on buying one in the next couple weeks.

I have the Videomate 607. Works well with short focal distance, but when you go telephoto, it is very hard, at least for me, to initiate the movement. It sort of resists and then bam! gives way, so I have a jerky start. If I untighten it, it just gets too light and I cannot move it smoothly AFTER I initiate the movement.

This either happens because of my non-professional hands, or this head indeed is not the best. Don't get me wrong, for $70-80 this tripod is pretty good, but not as good as I would like it to be. Again, I am not a pro, and likely I am doing something wrong. Oh, and while this head can be bought separately, you cannot remove it from Velbon 607.

(Yeah, yeah, this is the Elura 100 shown above. I don't have HV20 yet).
