There is only one version of Vegas available, it is the same all around the world. Most NLE (Non linear Editors) are capable of editing both PAL and NTSC footage, so if you shoot 24p,30p,25p,60i or 50i you are able to edit it with vegas.

I will chime in and say two things:

(1) Get a 3-chip camera that does true progressive scan: DVX100, DVX100a or XL2. True, full progressive scan makes the biggest difference in image capture quality in my opinion and is very easy to work with in post...

(2) Especially if you used Vegas. I also switched from Premiere to Vegas after suffering with Premiere 5 to 6.5. It hated my DVX footage. I used After Effects, Photoshop & Illustrator heavily but Premiere was sold 18 months ago with my RT1000 card and I am so happy. Yes Premiere Pro has come along way, but Vegas is miles ahead in ease, speed, stability & support for 24p. No, it's not perfect and has it's flaws, but you see very few people switching from Vegas to Premiere :)

btw, NLE stands for Non Linear Editor, that's the program you
edit with indeed.
