Neo Scene doesn't offer a 30 to 25p, for the same reason we wouldn't recommend a 30 to 24p conversion. For such extreme frame rate change you need to use a pixel motion predicting algorithm, the better they are the slower they render. Use AE's TimeWarp or Twixtor or similar, those tools will work well with CineForm files.
