Does any plug-in for this?

Just at the beginning of it ,there is a 'video mode' on the screen which looks like watching DV LCD screen directly. Is there any plug-in for After Effects to add it on screen? thanks.

motion 3 has a similar effect you can use that will accomplish what you're looking to do

You don't need plugins for this FX.
You can make the artwork in Illustrator, or Photoshop.

There is a way to do it in After Effects, and fortunately, it's pretty easy.

Lay out your video on the timeline, then apply the Venetian Blinds effect:

Effects...Transition... Venetian Blinds

In the Effect Control window:

-Set your Direction to 90 degrees
-Set your Width to something small, between 4 and 7
-Set Feathering to 2.0 or something similar

Now go up to Transition completion, and start increasing the number from 0 to 50. You'll see the effect almost immediately. I'm sure you can figure out how to tweak it from there. It's a pretty cool effect, and I've used it to simulate images coming from an old TV tube.

Any time, Jamie!

And yes, Motion 3 is for Mac only. I think it comes bundled with Final Cut Studio.
