Just burnt my first DVD- stuttering video?!

I just finished authoring and buring my first full size, complex menu DVD. Everything seemed to be fine as far as the inferface etc. The problem I found was in the video. Namely areas where there is a fast pan, or quick motion- the video looks stuttery almost the same way video looks if you slow it down and forget to reduce interlace flicker.
I encoded in Procoder @ 8000kbs CBR...which is well above the conservative 6000 average. What could be the problem?!

It may be that because CBR applies the same data rate to all footage, regardless of motion/action, you aren't getting enough bits assigned where they're most needed. You might want to try a section with VBR set to 2000 min 8000 max, and 5-6000 average if your encoder offers all three choices. Doing a test will save you waiting for the whole project to encode before discovering that your problem is solved or not.
