MPEG to DVD - is there an easier way (the Adobe way)?

A client recently handed me a hard drive camcorder (JVC Everio) with lots of short clips to be made into two DVDs. It would have been an easy job if there were a few large clips... got scared of the long time it takes to make so many individual timelines in Encore, so I tried to import the clips into Premiere and export a few large avi files to be encoded by Encore and made the DVDs this way. It was a long and difficult process, decompressing is not really what Premiere 1.5 does best. As an alternate I played around with Encore and discovered that a right click on any source file in Encore lets you create it's own timeline, so using those timelines I created a playlist and made the shorter of the DVDs this way.

Long story short, I am wondering if there might be a better and easier way of doing this? It seems obvious that merging the MPEG clips into large ones will work fine but I tried several specialized programs and they all failed me. Am I wrong thinking that decompressing and recompressing causes loss of quality, or Encore will do that anyway?

Any and all thoughts welcome. Thanks,
