Correct: File > Export > Using Quicktime Conversion. Choose Still Image from the Format drop down menu, then click the Options button to choose the file type. Make sure you click the Options button in that dialog box as well. If you choose JPEG, for example, the default is not very good quality and you'll want to move the slider over the Best.
The other thing to remember is that the exported image won't be scaled for square pixels. After you open in Photoshop, if it's a 4:3 image you should resize without constraint to 542x720 (or any other multiple that gives you a 1.33 aspect ratio). If it's a 16:9 image then rescale it to 854x480, or a similar multiple.
