DYS Smart 3 axis gimbal issues?

Is this normal for that gimbal?
A lot of time the top green led next to the small red led is static and does not flash or flicker. Only the lower green led on the board below flashes. When the top led flickers it produces a sort of crackling sound as you can see and hear from the video.
