30fps 720P input, 25p output
 
Anyone know a good NLE for editing 30fps 720P input, for 25p output?

I'm looking into Vegas right now, which can handle the format in question (MP4) and has PAL output.

Just trying to find out whether the resulting output stutters.

Any good suggestions of NLEs that would do this for me?

I think any NLE that goes from 30p to 25p will only achieve it via frame blending. I think most NLEs can do this, but it's generally considered a low quality way of doing it.

If you really want compatibility with both, you'd be better of shooting at 24p, then you could speed up by 4% to 25p for PAL regions and add a 3:2 pull down for NTSC regions. (Vegas can do this too.)

Yes, I know the only way is via frame blending.

Frame stuttering, though, is something much worse.

I have just managed to confirm that Vegas does it without stuttering - have seen a test.

I agree, the ideal is to shoot 24, but unfortunately this particular cam I am interested in does not.
