HM700 Shutter Speed Question

Three questions relating to shutter speed:

1.

On the HM700, when you select "Shutter Off", the camera indicates that "off" means "1/60th". (At least when recording at 30p).

Is there any difference at all between Shutter ON 1/60th, and Shutter Off in this case?

2.

Also, why wouldn't "off" equate to the frame rate? Shouldn't "off" really be 1/30th when recording at 30p?

In low light, I get better results going to 1/30th shutter rather than boosting gain, because on my HM700 at least (see other thread about sending back for service), using gain causes an unacceptable amount of noise.

3.

What happens at lower shutter speeds, such as 1/20 or 1/15? Is the camera exposing the sensors for 1/15th and then recording two identical frames to get 30p? Or is it somehow buffering/exposing/assembling a weird combination of exposures? Sorry if this is answered easily by experimenting -- it's an experiment I didn't think to perform before shipping the camera off.
